Why only the #2 rated player should ask that (and not the top 1% +1, should be more fair, but only one challenge a time.)

I know, some top players just sit there and decline everything, except of playing against their clones, in order to keep the Top Rating.

I like very much what you suggest, though, I am just adding my thoughts.
