There are definitely issues regarding accuracy on that point. The amount of active users advertised as contributing to this site is quite inaccurate. A lot of members are very similar to Varol53. The reason that autopass is not used is because theoretically you can still double even if you cannot move. Maybe it was Fencer's way to fix this bug, and that's a side effect.
