As they say "A good warrior wins first then goes to battle, while a bad one goes to battle and hopes to win." OPEC was a factor out of Carter's control, just like everyone else found. They were a uncontrollable factor that through only talk could the situation be resolved.... Just like with every other country affected by the oil crises. It was a global event!! 19. Also the energy companies saw the same excuse. |
