I just checked by setting up a test tourney and it did give me the option of making all the positions the same random configuration or making each game different. That setting is mostly for the random-placed chess games, the volcanoes on the espionage games - and black spaces on pah-tuh and such. For example, if one were to run a prize tourney, chess would eliminate a lot of people (as would games like Pente etc) because of its highly skilled aspects. Games like Dice chess offer a bit more equality but perhaps are too much on the chance end of it.
