It's based on who you win against, and how many games they've won (and against who and how many points they've won (and against who and how many points they've won (and it's an infinite circle)))

As I understand it, the process is relatively simple. whoever's defeated opponents won more games would have the higher placement. In this case, that seems not to have happened. 2.
