grenvthompson: If you can't move the scroll bar with the mouse wheel, chances are the page still hasn't finished loading so it's sort of locked. The pages on this site tend to take longer to load than most.

Roberto Silva: it seems related to that, i can certainly reproduce it by trying to scroll really quickly before the page has time to load... and then it's disabled forever (until I close the browser).

I reproduced on another site the same way... so probably the times I've seen it the page looks like it's loaded, but actually isn't.

Also this is chrome, so may not occur in other browsers... chrome may soon no longer be the best browser :(
