Let's quote the rules literally again: How to finish the game The game ends if one player cannot make a legal move. In this game it was Nirvana's turn. She couldn't make a legal move. So ONE PLAYER could not make a legal move, and the game is over. There is no rule about "passing" a move. If it would be possible, the game would never be over until all the board was populated - as long as there is only one free square, there is always one legal move to be made. So in this case the rules would say: How to finish the game The game ends when all the board is covered. |
