This is spanish, but the guy is asking the goat all the time:

1 - what is happening at his place (in political terms)
2 - if he is living on welfare or receiving funds from the government
3 - what is thinks about the actual government

He also says the goat called himself Juan (Juan Carlos, king of Spain)
