Fencer can only tackle 1 kind of cheaters though, thats the multi ID ones. He cant tell if someone is using programmes etc, all that can be done about them is everyone needs to be made aware of them. And also in the rules of the site/FAQ, he needs to mention something about we are not aloud to use them.
