The 4- 5 player tournys have twice the teams available to compete. I just deleted the first test fellowship and created a different one, and deleted that one and created another. Just to see if maybe the system didn't like that I created so many, but I successfully created them all. So it must be specific to your account. I am a big boss and for some reason the window to make tournaments in my fellowship disappeared so I could not create any. I am not sure what actually resolved the issue but once I had appointed a little boss things appeared to be normal again except that the game has to be re-entered.
